    Abstract: A summary of the Federal Trade Commission Act and Lanham Act, the federal statutes that prohibit false and deceptive advertising, is presented. There has been only one Federal Court case involving moisturizers to date, which involved the Wondra moisturizer manufactured by the Procter & Gamble Company and the Vaseline Intensive Care moisturizer manufactured by Chesebrough-Ponds/Unilever. A description of what is required under the Federal Trade Commission Act as a reasonable basis of support for an advertising claim includes two key elements: the type and degree of standards available to assess the reasonableness of the claim and the application of such standards to judge whether the claim is adequately supported and therefore not deceptive. These standards fall into three categories: consumer perception and analysis, clinical assessment, and instrumental test results.
